Idle screw

In the manual it says:

CARBURETOR IDLE SPEED
Remove the inspection cover. Warm up the engine before this operation. Start the engine and connect a tachometer. Turn the throttle stop screw to obtain the specified idle speed.
Idle Speed: 1900  (plus or minus 100rpm)

Where do I attach the tach?

That refers to an inductive tachometer which has a pickup that goes around the spark plug wire.  It senses when the pulse runs through the spark plug wire and breaks the electromagnetic field created by the pickup.
