KYMCO People 150 wont start..

OK, this 2009 MY bike has ran like a raped ape since I got it in 2019. Blows my mind how it can sit all winter(with Stabil fuel stabilizer) then charge, or replace the battery and it fires up and purrs like a kitten. NOT THIS TIME! New battery, turn key, fuel gauge works, no starter kicking at all, no horn, turn signals make one croaking noise then crap out, no horn. I tried jumping it with a 12V car battery same deal. The battery will drain down and fuel gauge eventually goes back down to zero. Obviously some kind of short but where to start??  Thanks guys!

Please start with checking the KILL switch!
Is it on run? Or off?

Next would be the fuses to look after..
Third would be ground cable connected to engine block, corroded or off?
