Adding Anti freeze

Just purchased a 2007 People 250. Prior owner had water in the cooling system. An service manual came with it, says to add Anti Freeze to it first remove the front panel. I am confused as to what is exactly the front panel.

       How long do you plan on keeping your scooter? If you do your own maintenance, and are keeping this scooter for a while, I have a suggestion. Invest $40 or so and buy yourself a Cyclepedia Manual for your scooter. They are illustrated, and take you step by step through your project. I bought one for my new X-Town and am very happy with it.
