2012 Kymco Agility 50 wont start

New to the scooter community and was hoping to get some advice. I have an Agilty 50 that turns over but will not fire.
Replaced the carb and battery with new, getting spark and fuel, air filter is clean. Any suggestions what might be causing it to not start?

Run/stop switch? Auto bystarter? Miles and was it running before this? Vacuum operated fuel valve test?

I tried the switch in both positions and it has a slightly different sound when in "Run" position, almost like it wants to fire. Not familiar with the auto bystarter but will research it. It currently has just under 6,800 miles. I am the second owner and it ran up until a month ago, no issues prior to this. The fuel is being pumped when I push the starter button

How do you know fuel is being pumped when you hit the starter button?

Quite interesting. Do you mean Agility 50 models with carburetors have electric fuel pumps ?

Good. Now I know EXACTLY what you are speaking!
By starter should extend or retract when voltage applied, I honestly don't know which! But it supposed to move a short distance! How it works is an air bypass hole is open for throttle closed and the engine is cold. After a short time the tapered pin on the bystarter extends and closes the hole, similar to a manual choke being pushed in or the auto choke opening the choke butterfly all the way.
Does the engine have compression?
Are the valve clearances right?
Is the cam still in time with the crank?

The bystarter is more than likely fine as it is a brand new carburetor. It does have compression, do not have a compression tester but seems to have some resistance when I manually kick start it. Assuming that I would need to dismantle the head to check valve clearance, I have not checked that. Not sure how to check the timing but will do a little research. Other things that I doubled checked to no avail:

ON/Off switch
Pulled spark plug and checked for spark
Pulled air filter assembly to see if there was any blockage
tried to spray some starting fluid

Would a disconnected vacuum line/hose cause it to not run? I have a hose coming off of what the Kymco parts diagram is calling air filter 2

I have had a bad bystarter on a cheap new carb.
No need to dismantle the head to check valve clearances.  You do need to get to and remove the valve cover.

The bystarter generally has a circuit including a resistor that is energised when ignition is turned on.

Yes! A vacuum line off or split will kill it and refuse starting!

You are doing well! Keep at it. You will eventually win this one!
