Absolutely not, in fact for friends and family are allowed to ride any of my Scooters it is understood they need to wear leather footware, long pants, gloves and a helmet. I know what can happen even at low speed if you hit a patch of unexpected gravel or sand in a cornor.
I have a supply of helmets in different sizes along with gloves and jackets in different sizes for guests.
I see a lot of people wear flip flops, shorts, no helmet or gloves on scooters though, just not mine.
