Detrimental performance upgrades

I'm getting a new old stock 2015 Super 8 Wednesday which is based on the Agility platform (which is why I'm posting here).  I get that a CDI caps top speed to address various moped laws... But why are there 3 or 4 other physical "upgrades" to improve performance?  Said another way, will making carb and air intake adjustments to get more power damage durability long term?  There must be a reason Kymco has physical limiters beyond the CDI?  Curious if anyone knows the back story.

My experience with many OEM designs are the engineers at the factory usually do things for a reason.

Limiting flow (of combustion gasses and fresh air) limits performance. Fully derestricting won`t do any harm, I myself noticed that she ran smoother and with more power.
