748x18x28 is the MOST common size on that scoot

Hi
I know this is an old post but I'm having trouble tuning my 2004 super 9 lc.
The previous owner replaced the belt just before I got it. He used a 743X20X30 bought from a local shop. Does the difference in belt size cause the scoot to have take off problems. Runs great once the RPMs get higher and pulls hills good, but take off from a stop sucks. It will not pull off. So far I have changed the rollers and a new clutch today but still no good. The clutch has the stock springs both clutch and contrast. Any suggestions? I'm baffeled.
Thanks, Ken
