You're kidding right?
It's rubbing on your tire. It IS loose. I'm not sure what it is but I am sure it goes somewhere near where it is. Welcome to the forum!

the picture is larger than I thought, the cardboard piece is no where near my tire and is not rubbing on it, but thanks for the response. I just got this bike 2 weeks ago with 135 miles on it, I will take to the shop and have them look. Anyway it's not rubbing on anything, it sits just under the black box.

       That looks like insulation that some one put in there,  my tire inner fender, is much longer than yours, on my downtown 300i,  so that could be why some one put the paper in there to keep splashing  down, just a guess.,

If one have a s250, on the side of the bike with the exhaust, if u look under the seat, there's a black square box, under that box is a piece of brown cardboard, not the tire fender or splash guard. The scoot is new, so maybe the dealer for got to remove the piece or it belongs there, idk.

I will have to go look at mine but it DOES look like the black plastic fender/guard covering your tire is riding on your tire and the angle is not the same as your rim.

I was looking at your splash fender. It does look like it is rubbing in the Pict. The tire is clean all around it

The other piece you are talking about is something someone put there to keep items in the pet carrier from toasting during transport. Take it out, and toss it.

Yours might be installed wrong, here is a photo of mine. It is pretty even with the plastic box above and my splash guard is not touching my wheel.

@TLRam1, that's the exact pic, now you have the same thing, so it do belong there, mines in loose and starting to hang on one side, is it needed, or can I take it off.

I don't know if you should or should not, all I can give is my personal opinion if it were me. I would try to but it back like it should be and use locking fasteners to prevent this again, a few reasons above why it might be there.
