I have the same pin in my cam shaft as this one on this photo that I've found online, when I searched for "Kymco 14100 cam shaft":



On the above photo I think the pin is there because this cam supports variable valve timing.
I don’t think these engines (People GT) have VVT, so the pin remains mystery.
