2003 kymco 50cc ,dies

Hello, im new to forum. I have 2003 people 50cc 2t kymco. carb has been cleaned, new battery, fuel filter cleaned, new plug. it idles great. quarter throttle its like the power goes off, it dies and when throttle down it comes back, it has on 2 occassions reved up. it will rev up if I place my hand and partially cover carburetor intake? fuel pump is steady streaming also.

Did this bike sit unridden for any length of time?  Does it have the correct air filter installed?

it had sat for about a year, I ran with air filter off and on. made it worse with it on. cleaned it and havent put back on yet. I did instaLL NEW COIL.

iT HAS 2200 MILES ON IT. sorry for the caps, 2 cycle oil looks to be thick, it dont smoke while running as much as i would think it mite,.havent removed exhaust to check for restrictor or carbon build up
