watched a bicyclist blow through a red light & 45mph traffic

He was pedaling like mad - but pretty sure it was 'battery helped'. IOW - it wasn't a 10-speed.
At the top of a long hill, he barely paused before blowing at speed thru a red light and 3 lanes (2 straight, one turning) of moving traffic. Those cars had to be doing 40/45mph.
My light turned green and I soon collected him - riding in the middle of a 45mph road.  Because he kept looking over his shoulder at me while he was standing and peddling - he was swerving all over the center of our lane. Blocking traffic.
About a mile later he stopped to make a left turn. I slowed as I passed, there wasn't time to discuss everything he'd done wrong - so I told him "you need to get some mirrors on that thing!"
He, of course, gave me that all-amerikan greeting.
Looked to be the kind of 40 yr old dad who yells at everybody at a kid's soccer game.

not that I want more regulation, licensing and regulation, how is it that e-bikes are not subject to the same rules as gas powered mopeds, scooters and motorcycles ?

Well, in Ohio any bike must follow all basic traffic laws. Stop signs, lights, passing, etc. They must ride direction of traffic and must not impede traffic - unless lane is too narrow for shoulder riding and/or safe passing.
My guy just did not want to lose his momentum on this hill - so, "the h_ll with red lights!"

I bet he wasn't wearing a helmet either!

eBikes & eScooters are becoming a very real problem here in the UK and the noises off suggest legislation ain't too far off...
