If you have the time, go to the 1st page of this forum "Super 9" and come forward.  You will see tons of threads discussing how to derestrict your scooter.  Find some threads that discuss your topic, do some reading, pretty soon you will be an expert too lols.

I have 2003 Super 9 LC, so a little different than yours.  I unplugged the CDI, installed 95 main jet in carb, already had Tecnigas exhaust installed, that's all so far.  Mine runs great.  Next I plan to install Uni air filter, but 1st have to fix autopetcock that makes it hard to start.

Rode mine yesterday, was a nice day, loads of fun.  Cheers

Another,  which is usually already gone on a bike that old would be a washer in the variator to be removed. Not sure if the s9s had it anyway...

Slightly larger main jet.

If there's a rev limit on the cdi,  then that would have to be solved by replacing with an unrestricted one (online) or if you're lucky you have an easy one that just needs a wire unplugged. 

Air box should be fine if stock pipe. Leave that alone.

Proper tire pressure. 

Acme brand rocket strapped to the back.
Okay,  the last is Wiley Coyote's idea.  Not recommended. 

If you look through the threads  there is a million explanations of De restrictions.  I've asked plenty... Seriously. 
Like chaz said,  read these pages.  They are a book from the Super Nine Bible.  You will be given more information than you can use just by reading through.  And see plenty of me crying about mine not running right!

I'm glad the exhaust mod helped a ton! Although the Super 9 does not have that exhaust crap on it. The main points in my guide still apply though, the variator boss is the main thing and getting the right main jet.

Mine didn't have the emissions hose and junk.  What it had was a small tube that forked off near the exhaust port that went down and was sealed off.  After cutting and sealing that I uncovered the torque I was lacking.
This tube here.  Left it kinda dummied just in case. 
Hard to tell,  but it runs parallel with the main pipe until it curves towards the rear.  Then it's crimped.

Ohhh so it did have the turblator pipe!! You should cut that off all the way, and youll gain even more power. That pipe makes the exhaust flow not smooth to reduce power for "moped" restriction. Cut it all the way off and weld on a washer or a bolt.

I cut it to about a quarter inch,  cut an inch gap off of the remaining tube so that it still looked like it is there. I guess I could take it all the way down and see how much more I can get.  I am interested in a new pipe for it in the future but I'm not very keen on the extremely high revving pipes like the Technigas. I'm curious of the derestricted naraku traffic's potential.  I really dig the tone I have right now with the 70 street kit and the stock pipe with the holes in the back.  My tgb r50x is going to get the sport exhaust, kit,  intake,  and carb if I can find it all...

Good deal man!! I'd be careful about doing 70cc on the tgb stock crank, they have insanely weak stock crankshaft. I've seen them totally stock break con rods in half.

Well,  maybe I should just hit the carb,  intake,  and exhaust until something gives up the ghost,  then do a total rebuild,  crank to head.  I'm not sure yet.  What I thought was a good deal on it turned into another project/headache/obsession.  I definitely will not get what I anymore than I paid for it back,  even after any upgrades...

Lol rarely do you get what you have into a project. The Morini engine on the tgb can make good power just plan on doing a crank with the bbk.
