what's going on with the paint on this Reflex?

spotted this at a muffler shop yesterday when driving out to Y.S. for therapy.
I think they made the yellow ones in 2002.


Paint peeling, or is this a wrap?


My guess is it's a repair of some kind?

yeah, looks like some kind of butchered homemade repair. Honda did put out quite a few different yellow bikes back in the day.
