Not tight to the case? I can imagine so being that the gear is ran off of the crank.  But I have no definite yes or no.  How has it become loose,  if you don't mind sharing?

Not tight to the case, I left it loose while changing reeds, afterwards it would only run decent with the air/fuel screw all the way in.

All the way in is all the way lean, not a sign of air leak. The oil meter has an o ring so if its pushed in there is just likely sealing ok.

Then are we going towards possible problems from the reed changing?

Might be other problems that will need sorting out as well.  And like b&l stated,  it may have a proper seal.  I have two bolts holding mine down,  if I remember correctly,  but one was missing when I bought it.  Never been a problem so far.
