Well, from my point of view it is important to change your oil after some miles. You have to change it after 1000 or 1500 miles.

According to my point of view helmet is always important for the bikes and scooter. It protects your life from accidents. Whatever helmet you use it is good for save your life. You can use full size helmet for it.

I am afraid this "cc lie" isn't widespread. Italian makers don't lie two hundred is extremely near two hundred, 250 is extremely near 250, three hundred etc.
