Drain old gas clean carb change oil rear end doesnt go bad check level do fresh gas first maybe fine

Hi guys new to blogging rather turn wrenches have super 9 2003 love it never rode stock installed 70 cc big bore unlimted cdi runs strong clutch fresh (stock) variator good 8 10 gram 
tried lighter no good has good take off but only getting 45mph @8000rpm variator boss is not the restricted type with stop on it dont see boss for performace listed on line for sale scooter sounds like it wants to hit higher gear ?? I know racing clutch/and variator will help ive read this bike should go 60mph stock give me some ideas Thank Ron IT hunting season in Ct no time for scooters snow machines are next!!!
