Update.  I ordered a replacement valve.  I'll try to install it over the weekend.

I have another update guys.  I had a chance to break down the engine to see if the piston was broken or not.  As it turns out I found the result of why I wasn't getting compression.  Check out the photos of the bent valve.  It looks like its time to get a new cylinder head with valves.

Quick update here.

The other day I checked to see if I had compression by moving the kickstand by hand to see if it built up resistance.  There was no resistance obviously.  That leads me to believe I have no compression.  I have a compression tester today that I'll install into the spark plug hole to see what kind of readings I'm getting.

I'll get back to you guys on this later.

Okay, so I just tried to start the engine with starting fluid.  It didn't start.  Someone else mentioned compression.  I hope its not that but its looking more and more likely.  Dang!

Sounds like you have no compression. Troubleshoot that and if it was running before leave the idle adjustments for after it actually starts.

Okay, that sounds like a plan.  Test compression.  I'll get back to you guys on that.

basic troubleshooting video from Scooter 911...

Hahaha.  I remember watching that video with silly Cletus.  Yup.  I'll watch it again for the hell of it.

3 basis questions.

Question 1.  Does your engine Crank?
Yes.
I just went outside to check to see if it was cranking and made a quick video.

Question 2.  Is it getting fuel?
Yes.
New carburetor was installed.  Also, tank was drained and new gas was put in the tank yesterday.

Question 3.  Does the Scooter have spark?
Yes.
New NGK CR7HSA spark plug was installed about 2 weeks ago and it has been running fine.  Yesterday I also tested the spark plug.  Here is the video showing I'm getting spark.

I just went out there and tested the spark plug again, here is the resulting video.

Hey guys.
I started another thread earlier thinking it was my Kill Switch but evidently the thread has been locked so I'll just start another thread.

Someone suggested I take a look at my battery.  Its new, its fully charged and yes it is turning the engine.  Below you can see my multimeter test results on the battery.

A couple of other things to make note of.  I used a sparkplug tester to see if I was getting spark.  Here is the video showing I'm getting spark.

New oil
New spark plug gapped at 0.7mm
New battery
New carburetor
All fuses are good and connected well
New gas (yesterday)
Verified Petcock is fully functional

Trying to adjust both the idle throttle cable and the idle gas screw next.  Still not turning on.
