What is the downside if any of buying such a scooter?    Would tires and other rubber  parts need replacing?

A lot will depend on how and where it's been stored, how much it's been ridden lately, and what service it's had. If just normal riding and the side walls aren't cracking, the tire should be good for about 5000-6000 miles. First thing to do would be to change the oil and gear oil. Then check the air filter along with the fuel lines. The carb might need a good cleaning as well. Also check the battery-if the bike has been sitting, it might need to be replaced.

My first scooter was a 2007 P150 with 1600 miles on it, and it was a fantastic bike! I'd still be riding it if it hadn't been totaled. Great ride, smooth on the road, and very solid feel. If it's in good shape, you can be confident it will be a great scooter for you.
