I believe it is Santa Cruz, CA.

Cost for the frame kit is $970. Then you have the option of installing engines from 50cc to 110 cc. Depending on the engine I say you could go 25 to 85 mph. Of course to keep it in the moped class you need go no higher than 49 cc (50 class engine) in many states in he US. Don't know what the requirements are for those outside the US.
