bought a washable filter 69.00  but good for the life of the scooter,.  300i downtown

Yes, $0.  It doesn't need to be changed for a long time and the scooter will probably never have enough miles to need it. 

Change your oil ever 1500 miles or so and forget the filter until about 25 or 30K miles.  My 1992 bmw motorcycle had a new air filter put on at 25K miles.  I changed to an after-market K&N at 50K miles and sold the bike in 2009 at 64K.  The filter never got dirty.

The only exceptions are - if the filter is more than 10 years old and really dirty like on my friends 1993 Yamaha virago 1100.  I replaced the original filter in 2008 (15 years old, and really dirty).  It made no noticeable difference in performance.   I change the filter on my car about every 5 years / 30K miles.  Maybe I'm shortening the life of it or the motor.  In Sept the car will be 17 years old with almost 160K miles and the motor runs same as new and has excellent compression test results.

My 2005 Kymco GV250 has 10K on it and is 8 years old and all I did brush the dirt and hair off.  I didn't use compressed air because the manual says not to and the oil mist from the blowby locks the dirt in so compressed air has no effect.  Your scooter is brand new how many miles are on it 5K?  I will probably install a new filter this fall at around 12K miles.

Exceptions to the rule:  Off road vehicles or extremely dirty / dusty conditions.

So forget the filter and lets have this conversation again in about 5 years.  If you really feel compelled to do something take your filter off brush it off and write the date and miles that you did that inside or on the filter with a sharpie marker.

Long story short - If you change the filter when it is really needed $34 is a drop in the bucket - how much did you pay for that scoot out the door 7K? How much is the yearly tax / fee on it and full coverage for insurance.  I'm guessing at least 10x $34.

90% of my parts come from http://www.motorbikesplus.com/ much cheeper when it comes to shipping i cannot see paying 1/2 shipping for any product..my filter runs 37.18 shipping ground 7.00 Chris lyons is who deal with if i have concerns not only will he call you but he'll call you back .most companies won't talk to you on the phone and i don't deal with just email companies  but Motor Bike Plus is a good group of guys
