Title: Air gap in fuel tank

In order for me to completely fill the tank I need to rock the scooter a bit. This releases the air trapped in the tank and allows another 2/10 of a gallon to be added. Anyone else have to to this?

Do your scoots have a charcoal canister? usually there's a passage from the top of the tank to the canister... your gas might overflow there and leak out...

the  manual says overfillng will mess up the vapor recovery cannister

Are you placing it on the center stand when refueling or kickstand?

Those are not my issues. No gas is entering into the overflow tube that is connected to the VRC. The VRC tube is located at the top of the filler neck a good 1.5 inches up from the filler neck base which is the fill line. What is happening is when the tank appears full I can rock the scooter a bit and the gas level will fall about an inch allowing more gas to be poured into the tank up to the fill line (base of the filler neck). For whatever reason air is being trapped in the tank preventing an initial complete fill.
