How many people could you ride (100 mile ride) on your scoot? You can stop every 20min. If needed but you have 4 hours to make the trip.

2 saftly but the law says 1 if a emergency you might get away with 2. thats if your talking a 50 cc scoot. if you talking 125 or bigger its always 1 or 2 any more then that will be a emergency your own live..........

4 passengers in 4 hrs. only at salt flats,. lined up in a relay,. 300i downtown,.

For all others, if the chit hit the fan and all the highways and roads were bogged down with cars I could still pass with my scoot between lanes, side of the road etc. I figure I can get 4 on my scoot, me driving, wife behind me, 5 yr old on the rack and 3 yr old standing on the foot well of the scoot.
Again this is an extream emergency situation like a nuke went off and the wind was blowing in my direction. And don't tell me it would be too late blah, blah, blah. If the nuke is 100 miles away and the wind is blowing at 25 MPH I've got a 4 hr window.

In other countries, it need not be an emergency to carry lots of things or people on a small bike... it's a way of life.. but to answer 08's question, I think I can only carry 2... The Habal-habal is kind of a motorcycle taxi used in the rural areas here... they use wooden planks to extend the seating area and the riders must know the balancing technique in riding...

In a real emergency I would seek to carry a minimum number of people, not a maximum.

That'd be a bad guess as they would certainly be included in my minimum. But no wife or kids to speak of makes the hypothetical easier to manage.

In a real emergency I would ask my son to drive the scoot with my wife and daughter... we all just can't fit.. my son alone weighs 245 pounds... I will just catch up... on foot... that would be the real scenario...

In an emergency I'd call the professionals.
What is a scoot against a helicopter EC145 which happily cruises at 153mph?
They must not arrive later than 15 minutes after call. That is our law for any settlement area. Only exceptions for offshore islands and mountain areas.
Every ambulance vehicle or helicopter carries more medical experience/knwoledge and equipment than I have (and I am voluntary first aider with regular further training and carry some 1.aid stuff with me).
Even our local automobile club "ADAC" has 35 air rescue stations, 49 helicopters from which 7 have intensive care units onboard. Further 2 Do328-300 for up to 11 patients each, a Learjet 60 (for 2 patients) and a King Air 350.
Notice - that is only a private club, not the government or the air force. They have even more.

I couldn't even carry my grandma. She is too old and weak to mount the pillion seat.
And I can't imagine a reason for such a ridiculous action.
My scoot is not an ambulance vehicle. Legal limit is 1 (one) passenger in appropriate healthy condition.
