Title: Are all 2009's Ri's?

Parts Listings appear that Xciting 250 Models are further defined as (2009) SB50AG R250i or SB50AG.
Hasn't been an issue,  but seems there is different regulator/rectifier used for each model.

The Indiana BMV listed mine as a GD VTA 250 because they didn't have the XC-250 designation
in their system.   One source identifies Ri as a 2009 having Fuel Injection,  Tinted Windshield,  Black Trim Panels
and black rims,  which is what mine had.

Is it true then that all 2009's were Ri's ?

I believe you are correct on this.  The 2009 Xciting 250 added fuel injection and a "sportier" look over the 2008 model and so was redesignated the Xciting 250 Ri.  Interestingly the Ri model was sold in Canada in 2008 - a year before it was offered in the USA.
