I like to ride with hi-beam on.
Is there any way to make the the Passing Switch working when on hi-beam ?

What are you wanting to do??? 

The passing switch IS switching from the low to the high beam, so if you are already on the high beam there is nothing further you can do to get brighter, unless you install additional lights that would come into effect with the passing switch.

So there's no way to midify to make Headlight switch to lo-beam and then back to hi-beam, back and forth with passing switch when you are on hi-beam.

No, not "easy" that i can think of, unless you add a few relays and wire differently. 

Best would be to add auxiliary lights that you can also use for example in fog, or additional high beam lights.  Then you can wire the passing switch directly to it and no matter which headlight you use, they will additionally come on.  This will get for sure attention.

Easy...just practice...

When on high beam...switch to low, then pass, pass, then to high beam again....

Yes, this is the absolute easiest and non-technical solution..!!!  :-)

Well looking at the wiring diagram for my Yager you only have to move one wire to switch from flash High to
flash low (note: if the one your trying to flash is already on it doesn't flash!)

Here's the stock setup, then the mod. Cut at the yellow X then jumper the red line (41 is the Flash to Pass Switch
and 43 is the High Beam/ Low Beam Switch). Of course flashing the low beam when the high beam is on probably
won't be noticed by other people...;

The effect of flashing the light is to alert or communicate the other driver on something... that's why its from low beam to high...  if it's from high to low, there is no "alert" effect.   Like Motorandy said, it won't be noticed by other drivers...

Psychologically speaking,  flashing from low to high will have a "heightening" effect on our senses. From high to "off" would have a  ??? ??? ??? confusing "huh"... "wha..." effect and might be dangerous... And another thing, it is not common so people won't.. "get it..."

I will look into the GV diagram and try that modification.
I understand you point but after the first cycle Hi to Lo, it does not matter anymore.
