If it is an electric choke, see if there is a bad connection.

I think that the electric chokes are ON only when they have electricity, so I can't see how a bad connection would
cause them to stay on.  Maybe there is some corrosion, internal or external, that keeps it ON.  ?

scoot safely,

Well friends, As my point of view it is an electric chock, so first check weather it is getting any kind of electric or not. If not then check your battery is good condition or not. Now suppose battery is in good condition then check that the wire of chock is well situation or not.
