what speed should they do restricted ??

Anywhere between 29-32mph. Normally 31mph.

My 2011 is still restricted and the needle shows 31 - 32 mph max even down hill....

Did you buy it used maybethe previous owner has fitted a sooth boss or cut the cdi so the revs are no longer limited although i doubt they have done both or i should imagine would be a little faster....

I agree with kisbee, look in the battery compartment and check the cdi box. Looo to see if its got a cut in the opposite end from where the wires plug in, if it has like a hacksaw cut of about 1-2cm in it then its been derestricted at the cdi but not the boss prob. If the cdi and biss were derestricted you should expect 41-43mph showing on the speedo.

It fully depends on where in the world you live. Example:
In Denmark there are 3 kinds of scooters:
One is restricted to 30 km/h, and can be driven as 16 years old with a special license.
One is restricted to 45 km/h, and can be driven as 18 years old with a car or MC license.
The last category is Motor Cycle, and these are unrestricted, but usually people don't register scooters as mc's, but instead buy a 250cc or bigger. :D
