will it make it faster if i take the washer off the Drive Boss

Yes but you cant just take it off, its part of the restricted boss so you either have to use a lathe to remove the raised part and make it smooth or just buy a smooth unrestricted boss.

That should get you going around 41-42mph on flat ground.
