MY SCOOTER FAILED ITS MOT THE NOTES ON THE FAILED CERTIFICATE SAY....

WHAT DOES THIS MEAN DO I NEED NEW BRAKES OR WHAT??? :-\ THE FRONT ONES ARE FINE BUT THE BACK ONE IS ''FLUCTUATING'' IS THIS SUMTHING THAT IS EASY TO CHECK UR SELF?
PLEASE HELP ;D

If your rear brake assembly is a drum type it may need new brake shoes or possibly just a good cleaning , good luck .

are shoes just a slang word for brake pads coz ive orderd pads for it hope i havent orderd the wrong thing

I am not native English speaker, but pads are replaceable friction parts of brake disc asembly, while shoes are replaceable friction parts for drums. Considering that you have drum on the rear wheel and not disc, you probably need shoes (and/or springs, and/or adjustment, and/or cleaning).
