Best base layer for my core and chest - is to start with a Heat-Tech "Ultra Warm" knit turtleneck from UNIQLO.
Some kind of Japanese designed clothing engineered for warmth. Bought mine from Japan years ago for about $40. I was skeptical.....
But, man - if you don't get outside in just a few minutes you are going to be roasting if you've started your layering with one of these shirts!
It is NOT electrical - or battery operated. Just some sort of closely woven blend; thin and stretchy - but surprisingly heavy in your hand.
From about mid 30's down into the high teens I'll wear it as a base layer on every ride. Much colder than the high teens - riding out in the sticks - nothing but farm fields, in the dark before sunrise - I've decided is no longer a smart ride.

thanks, Stig. I'm always looking for warmer clothes (both for riding and for late Fall tailgating at my beloved Iowa Hawkeye football games.)

I wear a base layer of merino, beyond that, sometimes layers, but if the bulk of layers is going to restrict my range of motion, I use my electrics/jacket liner & gloves

None here in the UK as yet, still full price!
