Title: 2013 Pulsar 125 cuts out past 30

My 2013 Kymco Pulsar 125 will not exceed 30mph and will cut out if i open the throttle all the way, but will be happy if i keep the throttle half open and maintain 30mph.
Already searched forums and couldnt find anything about this.
If anyone has experienced this before and fixed it or is able to help at all would be much appreciated.

have you started with a thorough carb cleaning?
