I've got a new to me 2013 like 50cc 2T that has a charging issue and I somewhat stumped.
I've put in a new battery and it slowly drains as the engine is running, I measured about 2 amp draw while running.
I tried a new voltage regulator/rectifier with the same results.
While the engine is running and the stator is unplugged from the harness I can measure 50-65 VAC from the wires to the ground, once I plug it in the engine rpm drops 1500-2000 rpm and the voltage drops to 5-7 VAC. Also the current draw on one of the wires is 7 amps and 1.5-2 on the other.
If the Kymco 31120-LHB3-E10 stator was easier to find I'd just swap it out. Is there a different Kymco PN that is similar and know to work? I'm hesitant to buy a generic GY6 stator as that might be what is in there now. I can tell that it is not the OEM one as the ignition wire has been spliced.

There's dozens of stators that fit, some with 2 wires, some with 3. It's such a pain to sort them out that I just buy the correct Kymco stator and skip the problems. Same with the ignition ECM.

This different voltage and RPM drop on your scoot to ground might indicate a faulty anchor.
But first:
-find and clean (metallicly) battery minus to ground cable point on your scoots motorbloc
-multimeter on battery plus and minus
-motor runs at 4000, VDC output at battery?
- 14 /14.5 VDC, stator healthy, fault in line
Renew the splicing before any other action with sturdy screw connectors.
No change at all?
I would simply risk a few €€ and renew the stator.
(Pls see pics) make sure your stator, pick up sensor and connector looks the same.

Would sound to me as there is a ground problem too.
ASSUMING:
-new battery and charged
-new reg/rect (the correct one?)
-"splice" changed to proper connector
-cables from stator to reg/rect checked cm per cm for a broken part (particularely where it leaves the motor bloc)
..then there is not much left as to think of a faulty stator coil.
This aftermarket stators are not too bad, I have used (not on a 50) them with good results and its not hard to change on this aircooled scoot.
