Title: Kymco Agility 50 Wheel

I had taken the tire off of a Kymco Agility 50 scooter to have the tire replaced.  After I got it back from shop I installed it in the best I could but there's something wrong. It only turns about/less than 45 degrees each way.  What could be wrong?  More importantly how can I fix it?

is it the front tire or rear tire? Do you have a picture of the wheel and how it's installed?
