Title: FMVSS Sticker location

My hubby bought a 2006 Kymco Xciting 250 and we can't find the FMSVV sticker which we need to register it. Can anyone tell me where the sticker is supposed to be. HELP

Famous spots are:
-LH motorside right before the CVT
-RH under scoots rear pannier close to RH shock st the frame upside down (take a mirror and lamp)
