Title: UXV 700I Overheated , now it will not start

Machine is my brother in laws, Im waiting to get blink code ?  Machine overheated, now it will not start,  seems like it trys but wont start.
im looking for a diagnostics tool ?
Im an electronics tech so with service manual i can troubleshoot.
any input greatly appreciated

Start with new clean fuel and a new fresh sparkplug. Listen for electric fuel pump, check all fuses!!   My 450i overheated from a mud packed radiator, cleaned out the radiator and a new plug, filled with fresh fuel and still no start, found blown fuse, replaced it and runs like a top. Not sure what the fuse was for but it was blown, all good now.

it tries to start, mild backfire but wont start, this machine is brother in laws, 2 hours away, ill get down soon to use service manual,  code 21 on CELP, thanks in advance
