Thinking of pulling my carb, but most videos show 1 throttle cable to take off. My Bet and Win has one on the top of the circular wheel, and another running from the bottom of that wheel, both pulling in different directions.

a cable operated throttle will either have 1 cable or 2 cables. The ones with 1 cable are relying completely on the return spring to close the throttle (my People S200 has 1 cable).
The throttles with 2 cables have 1 cable to open the throttle and a 2nd cable that is capable of closing the throttle, if needed. My Honda Helix has 2 cables. The 2 cable system gives you a backup method of closing the throttle if the return spring fails. There may also be additional reasons for the 2 cable setup.
