Cheap Chinese import. I would go with a used Taiwanese scooter if budget is a issue. You should be able to find some reviews online of any model your interested in.
Kymco has two Agility models built in China but a lot better quality in my opinion. A 50cc and a 125cc model. Of course they are a little bit more money.

Ice Bear. China made. Guy in Wisconsin was checking them out for his customers. We rejected them in 2013 in favor of Kymco 300i better quality, 2 year warranty and some parts availability until a couple of years ago. I STILL would prefer Kymco to Ice Bear.

Yes. Kymco USA is in confused meltdown, most dealers have closed or dropped Kymco. There are a few listed on this forum that have some parts and the dealer near Kansas Kymco has bunches of parts (I think it's him!).
The great thing is, I have YET to need a dealer/model specific part beyond a seat release cable assembly and I made that myself. Most everything you may need is available after market and after12 years of Kymcos not once having to depend on a dealer for ANYTHING except heartburn.

Crossbolt the dealer I use orders in parts and doesn't keep a large inventory. So far everything I've ordered for the Kymco has came in a timely fashion with the exception of a speedometer cable for my 2007 People 250S. I ordered a fuel pump assembly for my 2009 Xicting 250 and a fuel pump assembly for my Majesty at the same time and the Kymco came in 30 days before getting the Yamaha pump.
If the distributor has the parts in stock I've got them in a timely manner. If items are on order from Taiwan it's anybodys guess when they'll come in.
Like you said the good thing is my Kymco's have needed very little repair, most of the work I do on them is routine maintenance.

Crossbolt it's Dan's cycle, they order parts just like anyone else. I've had good luck ordering maintenance items. Solano cycle in Florida is the largest Kymco dealer I beleive. I would try them first for parts if your dealer doesn't have them or doesn’t want to order them.
Dan's only carries one Kymco model the Agility 50 and the only reason he carries that is Yamaha quit making the Zuma 50.

Every summer vacation in Florida I see a lot of no name scooters being used for personal transportation. They ride them daily..
.and they are faded, rusty, bald-tired, split-seated....and still firing right up and getting their owners to work!
There are new & pretty ones, too......
just getting ready for a hard Florida sunny/salty life of daily use.

The reviews pretty much say the same thing. Quality of materials used tend to be a lesser quality. The only people truly qualified to give a review are the people who own one or have owned one. My opinion is from other people and not experience. I know a person in Tulsa who bought a pair of cheap scooters for his wife and himself. Both scooters quit running and the dealer who sold them to him refused to work on the scooters. He had the pair listed on Craigslist for $300. Non-running.

I have read some pretty good things about the Ice Bear scooters. The thing is that you have to do a little work on them to make them reliable. Don't expect to just buy one and just ride it without any problems.
