I just got a 2019 Kymco 700i le and noticed it will do around 53-54 mph now all of of a sudden it only do 41-42 and rev limiter/governor hits and won’t go any faster. Any ideas on what is going on with unit now?

Belt slipping?
-
It takes off fine and accelerates very smooth and fast till it hits 42 mph
-
They are speed governed to around 45. I don't know how you got above that initially

Thanks that’s interesting on open dirt/paved roads it hit 53/54 then we went playing in some mud and trails and it will only go 41/42 now I took skid plates off hosed it completely off everywhere on it for like 3 hours. It starts up and idles fine it drives as it should till that 41/42 mark. I thought I saw a video on these on line that was a review that said it should do almost 55-56 also does this 2019 have a drive belt?

Speed is supposed to be governed to 48 mph, sounds like a clutch sticking or slipping. Remove the cvt cover and inspect belt/clutches.

How much of a pain is it to change the belt on this unit?
-
Lots of stuff to remove to get cover off but very doable. I would call it time consuming not difficult.

Did they ever fix the accuracy of the speedometer unit? My 2018 has always read 25% fast.. See one of my old posts.....
