Yeah, right at my scooter!
I watched one semi do it.....with cars following him.
And jumped up and moved two of the cones towards the curb to block them from aiming for my Kymco.
Man is just train spotting and having his coffee* at his sidewalk table...

and, no - I was there at 6:30AM - before the street painters came along..
