That light colored building is the county jail.
Every morning I stopped below it on my work commute....the breakfast cooking didn't smell all that good.
Reminded me of the smell of an Army training mess hall on too many humid Texas mornings. ( I always skipped breakfast and went for a smoke and a cold Dr Pepper on the bleachers)
