Hmmm,
While running at idle, voltage is 18 VDC. when i hit the brakes voltage drops to 15 VDC. with the blinker on and i hit the brakes voltage obviously oscillates 15-8VDC. I'm thinking voltage regulator. Are they easy to change out?

ya they are bolted to the frame , have to take it off,. and two plugs that's it!!!

where on the frame under the battery? Oh and it has 2 plugs? all the replacements I have seen only have on 4 pin connector

I believe mine is behind the front panel, the panel holding the headlight.

Just dealt with this, responded to an old thread because it comes up on Google when you search for a specific issue. Manualslib.com had a manual for the Agility 125 but would guess the 50 is nearly identical. Shows you how to test your existing regulator for continuity also. Take off the front panel like you are replacing your headlights and it is just sitting in the center, looks like a tiny amp.
