Title: Kymco Agility 50 2015 wont start

I recently boought a Kymco Agility 50 2015 and the owner said it usually didn't start.
I have checked for spark, fuel and comp, and everything looks fine ( i bought a new sparkplug and cleaned the carburetor )
The engine cranks with the E-start but nothing more. It also wont start with the kickstarter.
Any ideas to fix this?

What position is the run-stop switch?

Is the float bowl full of fuel?  Is the spark plug wet after you try to start it?

Did the previous owner ever get it started for you?
What, if anything had the PO done to fix it?
Miles, previous service history?
Here's hoping you didn't pay much?!
