Title: Do I have to replace my scooter's Clutch Assembly ?

The clutch Pads on my scooter (Agility 125) has two layers of padding - "glued" together. With 12600 km on the odometer, the upper layer of padding is almost completely worn. Both layers of padding has the same brownish color - but due to the thickness of the upper layer at the moment it is not possible to determine whether both layers have been made from the same material.

At the moment the upper layers of padding only has about 1 mm of padding left.
The thickness of the padding at the bottom is about 4 to 5 mm.
The name "Kymco" has been "engraved" on the metal plate at the Clutch - so the Clutch assembly is a genuine product.

So my questions:
1. Are both layers of padding on these shoes made from the same material ?
2. Do all Clutch Shoes on genuine Kymco clutch assemblies come with two layers of padding ?
3. Am I suppose to change the clutch assembly at this stage ?

I think not. You have 3  or 4 mm of useful clutch pad remaining, according to my Kymco service manual.
At your mileage I'd be surprised if the clutch needed replacing.
But I have no experience with 2 layer clutch pads. Wait for an answer from a real expert.

if you use cyclepedia check there parts list,  it should show arms with the pads on,  that is all you replace,  and the color of worn pad should be the glue that holds the pad on,
