Title: Utah allows lane splitting.

Now we'll see how many squids follow the rules:

road must have 2 or more lanes; speed limit of the road must be 45 mph or lower; traffic must be completely stopped; bike can not exceed 15mph as it passes the stopped traffic.

Wonder where Utah is?
