The People 150 Service manual shows changing oil every 1000 km / 600 miles. This seems excessive, as my Honda Reflex shows oil changes every 4000 miles.
I tend to change oil more frequently than required and I thought every 1000 miles on the Kymco and every 1200 miles on the Honda would work, esp w/synthetic oil.

I change it on People every 3-4.000 kms and on Agility every 2-3.000 kms.

Most of the service techs I've spoken with say the oil change is good once the initial service is done (300-500 miles). After the initial service, it should be done at least once every 2K so 1.2K to 1.5K is not terribly excessive. I hear some suggest doing the gear oil at the same time where others recommend once every other oil change.

There was an oil issue brought up here recently, and Kymco replied to an inquiry to look for a sticker on the scoot and go by what it says there if the service manual is wrong. May not be your problem-just a thought.

On my P250, I have the little service indicator that goes green to red, I change the oil when it gets to red. The oil is usually pretty dark by then. It's only 20 minutes and 5 bucks to change. I think that is every 2000km.
