Hi everyone - I have a 2014 Like200i and was wondering if there is a method for starting the Scooter if the battery is discharged enough that it can't get the job done?

No.
Must get a boost from another battery.
From a car battery is OK but only if the car engine is not running.
You cannot push start, or bump start this scooter.....

If the scooter has a DC  CDI the scooter should start with a boost from another battery, but the engine will probably die immediately when the boost battery gets disconnected. Simply because a DC CDI needs proper power (close to 12 Volt) from the battery itself to provide a proper spark at the spark plug.

A good mechanical question --- a partially discharged battery , as the OP states he has --- after receiving a boost start - would the EFI system keep the scoot running to begin recharging the battery?
A science fair project?

Depends on what the exact definition of a partially discharged battery would be in voltage....  ;D
I never had to do or try it so far, but I would suggest that this would/should work pretty well.
