Many European scooter riders ride on city streets, in all kinds of weather, looking through their tall screens.
I had a Burgman 400 with a fairly tall stock screen. I removed it for a short 'sport' screen.
Just not a fan of riding behind a screen on any scooter....but my preference had nothing to do with the weather. Obviously many of the world's urban scooter riders handle tall screens with no issues.....I defer to their experience.

Over the stock screen on the DT. Most of the airflow and bugs go over the helmet. Acrylic screen too wavy to look through. Polycarbonate like a Puig would be better but I would still prefer to look over the top.

over the top , it makes me sit tall to see over , except when it is raining, but it is hard for this old body to bend much to see through screen

In motorcycle circles the general accepted “rule†is that the top level of the screen should be at the rider’s nose height. To my experience there is no need to mount screens higher than nose height on a motorcycle - because motorcycles in genera get used for riding on open roads at higher speed.
If the top of the screen is at nose level, rain and wind gets deflected over the top of a helmet at higher speed.
In most countries scooters get used for commuting purposes at lower speed in town. I have no experience with “look through†screens, but I think it make sense to mount these type of high screens if the scooter mainly gets used for commuting in town at lower speed. The high screens will create more wind resistance, but the rider will get more protection against rain and wind.

Same, but it does keep the rocks and bugs from splatting on your body.

I got a windshield for my Harley 10 years ago that was from National Cycle. It was nose height. I'd been riding on and off for 40 years without a windshield (thought they were for wimps) but I bought it for a long trip out west. During the three week trip I got into the habit of slouching just enough to look through it... and I still do it! (Good windshields will spoil ya!)
My new-to-me Grand Vista 250 has a short windshield. It looks nice, but it's pretty useless for deflecting wind on my head/helmet so I ordered a tall one from Europe. Hope it arrives soon... it's cold here!
