Agree with the Slinger of Words.  When I think of a moped, I envision a motorized bicycle that a 13 or 14 year old kid rides with a tall pennant on the back!

Postmen in Croatia drive traditionally Slovenian mopeds "Tomos".

4 speed, 50 cc.

They drive them even when it's deep snow. :)

While I traditionally think of a moped as the bike thing with a motor and pedals and a scooter as the step through motorized two wheelers we ride, I read somewhere while doing research on the scooter licensing laws that moped stands for mobile pedestrian and includes all of what we think of as scooters and mopeds.  Anyone else heard this definition?  Just thought I would throw that in for fun.  I still think of mopeds as the ones with pedals, but then I really hate to hear those motorized chair things called scooters as well...  ;D

I love my Kymco Xciting step through motorcycle. (STM... )  :D

The LEGAL definition of a Moped and Scooter are frequently very similar... if not the same. In CA we have power-driven cycles and motorcycles

A motorcycle is a vehicle whose motor displaces more than 150 cubic centimeters and has a seat or saddle for the use of the rider. It is designed to travel on not more than three wheels in contact with the ground and weighs less than 1,500 pounds.

A motor-driven cycle is a motorcycle whose motor displaces less than 150 cubic centimeters. (no mention of pedals at all)  This is the 50 to 149 cc scooters we think of.

What is a moped or motorized bicycle?

    * There are two types of motorized bicycles, defined in the California Vehicle Code (VC) Sections 406(a) and 406(b).
    * Section 406(a) VC refers to a moped or motorized bicycle as any two or three wheeled device having fully operative pedals for propulsion by human power, or having no pedals if powered solely by electrical energy, has an automatic transmission, and a motor which produces less than 2 gross brake horespower and is capable of propelling the device at a maximum speed of not more than 30 miles per hour on level ground.
    * Section 406(b) VC refers to a motorized bicycle as a device that has fully operative pedals for propulsion by human power and has an electric motor that:
          o Has a power output of not more than 1,000 watts;
o Is incapable of propelling the device at a speed of more than 20 miles per hour on level ground; and
o Is incapable of further increasing the speed of the device when human power is used to propel the motorized bicycle faster than 20 miles per hour.

What is a motorized skateboard or motorized scooter?

    * Effective 1/1/2005, a motorized scooter is any two-wheeled device that has handlebars, has a floorboard that is designed to be stood upon when riding.
    * May have a driver seat that does not interfer with the ability to stand and ride and may also be designed to be powered by human propulsion.
    * Powered by electricity or other source.

Driver's License Requirements

Motorized scooter

Effective 1/1/2005, a Class C driver license or driver permit is required.

Motorcycle, motor-driven cycle, motorized bicycle/moped (Section 406(a) VC)

    * Must obtain an M-1 or M-2 endorsement on a driver's license.
    * M-1 allows the driver to operate a motorcycle, motor-driven cycle and moped
    * M-2 allows for operation of a moped or motorized bicycle only.
    * To obtain an M-1 or M-2 endorsement, the driver must:
o Pass the appropriate written exam
o Pass riding skills test (DMV will accept certificate of competence from an approved novice motorcyclist training program instead of skills test, such as the California Motorcyclist Safety Program).
o If the individual is under 21 years of age, mandatory successful completion of a Basic Rider education course approved by the CHP is required, such as the Basic Rider course available through the California Motorcyclist Safety Program.

Motorized Bicycle (Section 406(b) VC)

    * Driver's License not required but rider must be at least 16 years of age.

You will notice that as many countries there are, there are as many definitions.
In Croatia (translation of the Road and traffic safety law):

1. Moped is a passenger vehicle that has two or three wheels powered by engine whose displacement is up to 50 cc and that cannot develop speed faster than 50 km/h on a straight road, and can transport only one person.

2. Scooter is a passenger vehicle with twho wheels whose purpose is transport of one or two persons.

In Croatia you need driver's license to drive anything including a freakin' bicycle.
You can drive a bicycle if you are older than 14 and pass just written traffic rules exam.

For mopeds, scoots, motorcycles and cars, you need a real driver's license and exam consists of written test (quite detailed), 20 hours of driving with instructor (for 2-wheelers) or 40 hours of driving (for cars) and then road exam performed by Croatian Auto Club. (local version of American AAA).

You can drive mopeds, scooter and motorcycles up to 50 cc slower than 50 km/h when you are 14.
You can drive up to 125 cc scooters and motorcycles when you are 16.
You can drive >125 cc 2-wheelers of all sorts and cars when you are 18.
You are not allowed to drive motorcycles >34 hp and cars >100 hp in the first few years regardless of your age.

Quads and ATVs are in the separate category but same rules and limitations apply as for 2-wheelers in regard to speed, displacement, age and other limitations.

p.s. It will be interesting to notice that if you pass both written exam and road test in first attempt, the whole story (lessons in theory, written exam, lessons in emergency medicine that lasts for three days - mandatory here, 40 hours of driving and then test with state tax) costs around 1500 US$, or 50 % more than average monthly net salary. Around 1000 US$ for motorcycle license.

The laws here in oregon are very similar 49cc or less and can not sustain a speed over 35 mph on the flat (Thats where we come in  :D)  is  registered as a moped and no motorcycle license is needed just a drivers license. But we mostly ride scooters  ;)

What a crack up :) :) :), Go Word, keep slingin'.
Yeah, we have to have a licence but at least it is not as bad as where Axy is. Mrs. sid has just got her bike licence. The first part is $328 for the first two half day courses, then $42 for the learner's permit. Ten months later it was $318 for the second test to obtain her licence. If under 50cc, can be covered by a car licence.

EU (and quite similar Switzerland) definitions for  2-3 wheeler or light 4-wheeler (quad), Chapter I Article 1.2:
http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:32002L0024:EN:HTML (http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:32002L0024:EN:HTML)

For (nearly, exceptions 1.1) every motor/engine/... powered vehicle you need a driving license, passing theoretical/practical lessons/tests. And insurance, of course.
But these regulations are by far too complex for a single link.

We were talking about it on another thread, it is a trade-off.

Remember that social insurance, all health services, education up to master`s degree etc. are for free here.

Driving school is very expensive throughout Europe.

It is interesting to get to know other cultures. For example, a number of things in everyday life in USA are completely different than in Europe, and it is always fun to see how people in USA are amazed about that fact. People that live in smaller countries that have borders with a lot of other countries are usually more exposed to external influences and for us it is easier to accept there are different realities, even if they are completely opposed.

Let me give you an example. In USA when you are pulled over by a cop it is very "formal" event, you cannot get out of the car unless told so and it is good if you keep your hands on the steering all the time, right? In Europe, you can normally speak to the cop as if it was your peer, just another person. Of course, it is still formal thing, but there is no problem to lean over to the passenger side, or get the drivers license from the glove compartment without announcing your intention. The cops in Europe do not approach you with their arm on the weapon in the holster.

You see, it is all about customs that are different throughout the world.

To get back to the topic, yes, getting the license here is very expensive but that is in fact, batman, consequence of the free market.
It is not the government that is asking for this money, but the driving school. You have to pay for usage of the car, for the instructor, etc. The exam is paid to the auto club certified examiner.
You pay pretty much close to nothing to the state.

Also, one more thing, if your license is revoked for DUI, you are not allowed to drive any other vehicle category.

Finally, if you have a full license for a motorcycle or a car, you can drive moped, scooter or motorcycle up to 55 cc/<50 km/h without additional license, 50 cc quads.

Also, if you have a car driving license, you can drive a tractor and all other agricultural things that are powered by internal combustion engines.  ;D

For every motor/engine/... powered vehicle you need a driving license, passing theoretical/practical lessons/tests. And insurance, of course.
But these regulations are by far too complex for a single link.

Everything needs to be insured here too, except a bicycle.
You can have up to -50 % bonus on insurance (-10 % first year if you do not have accident and then -5 % every year until and if you reach -50 %).

Here are some real numbers:

1. 50 cc scoot, full insurance around 60 EUR, technical inspection/registration/road tax 35 EUR, eco tax a few EUR. No yearly property tax.

2. 250 cc scoot/quad/bike5, full insurance around 100 EUR, technical inspection/registration/road tax 60 EUR, eco tax 20 EUR. 20 EUR yearly property tax.

3. 600 cc bike, full insurance 300 EUR, technical inspection/registration/road tax 70 EUR, eco tax 30 EUR. 70 EUR yearly property tax.

4. 110 hp car, obligatory insurance 500 EUR, full 100 % coverage insurance 400 EUR, technical inspection/registration/road tax 150 EUR, eco tax 30 EUR. 100 EUR yearly property tax.

The good thing for rich people: insurance and registration is the same above certain cut off point of engine power, so you pay the same for 250 hp Mercedes worth 60.000 EUR and 1000 hp Bugatti Veyron. :)

But at least one securing German cop should do. Not actually pulling out of the holster, but beeing able to do quickly in case of emergency.

So Axy if I don't have a driver's license for a car then I have to have a tractor license for my farm tractor?

Here are the categories:

1. A - motorcycles
2. B - cars (<3500 kg, <9 seats)
3. C - trucks (>3500 kg)
4. D - buses
5. E - vehicles from categories B, C or D that tow a trailer > 750 kg
6. F - tram(way)s :)
7. G - tractors
8. H - mopeds and small agricultural self-propelled vehicles (like lawn mowers...)

When you get A, you automatically get H.
When you get B, you automatically get G and H.

You cannot take exam only for tractors as there is no driving or operating school for tractors, you need to get B category.

We are going down the drain too, don`t worry. It's a global phenomenon.
It took decades for civil liberties to become "extinct species" in USA, and it will take just years in Europe. :(
