Title: No lane splitting, but Shoulder Surf'n legal in Hawaii

This was already posted in ADV, but since we don't have 100% overlap there thought I'd post it for those who aren't on that.

Yah I'd agree with one of the comments that shoulders are more likely to have debris that one would run over leading to damage or punctured tires.
