I just picked up a 2007 xciting 500 a few days ago and it came with only one key and one "locking" key.
The owner showed me how it worked.
Q: Are all the locking keys the same or different? i.e. Suzuki has three magnets inside that are placed in thousands of different combinations.

I would imagine the locking key is different for each bike?
If it is like the Burgman locking key (4 holes and 3 magnets) and you want to make a spare - if blanks available as with Burgmans - you can do the Burg procedure to build a new one. The Burg forum has how-to's on this.

If it's like the key for my MyRoad it is like the Burgman 650 key with magnets but the shape is different and I do not know how many magnets are in the key. Number, location, and which way the poles are is matched for each bikes shutter.

That's totally different from the MyRoad. It looks like any suitable black should push it open, have a photo of your shutter key?

That is the shutter key.
My key is the same as this one.

Found my answer.
The shutter key used for the 500's are all alike. Nothing special about them.
