On my 2002 cobra racer in the carb throat there are three holes in the bottom one at 4oclock one at 6oclock and one at 8oclock. When I shut the engine off gas starts running out the 6oclock hole ( the bottom one ). Do I have a bad float inlet needle?????

Truly laughing out loud! I hate it when that happens (My wife does) Houg, the 6 o'clock hole fuel flow is controlled by your low idle screw adjuster. I cannot help beyond that. Hope you get it worked out.

it was the float level apparently the last owner like to tinker with it, the carb bowl was filling up wayyy tooo much, so after adjusting the float it doesnt leak out the 6oclock hole ( no more drippys ) ;D ;D

Yep.
It is a manageable adjustment, and should be effective for many thousands of miles.
Unqualified tinkering, in my experience, has brought an inglorious end to many small motorcycles and scooters.
Any flaws inherent in carburetion can be resolved with over-engineered fuel injection systems beyond the scope of home repair.

I especially love it when a fuel injected vehicle owner removes the pressed in metal cap covering the minimum air flow screw on a throttle body so they can adjust it to compensate for a problem they can't or are unwilling to fix properly like it's an old fashioned idle adjustment screw.
